What is this project about

 

Project “Uniform standards, enhanced coordination – common security” – USES covers Municipality of Svishtov and the City of Zimnicea situated opposite to each other on the Danube. Total population about 65 000 inhabitants. Around Svishtov and Zimnich are remote settlements, for which an adequate and timely response, which often concerns human lives and fates, is of particular importance. Due to the remoteness of the settlements in this area, the response time of the rescue services is extended by about 30-40 minutes, depending on the weather conditions. Serious car accidence on the main roads, fires of a domestic nature, the yearly complexity of agricultural lands and forests in the area, urgent medical cases and their remoteness from the emergency teams. For disasters, accidents and catastrophes, the first few minutes are the most important for mastering the critical situation and first aid. Primary assistance to the victims until the main forces and people arrive from the relevant competent institutions will decrease fatal cases and the possibility of their expansion.

Project idea is to equip the first Bulgarian Crisis Center for Combating Fires, Disasters and Catastrophes developed in order to react quickly and adequately to address emergency situations in the more remote areas of the Svishtov Municipality and Emergency Situation Service in Zimnicea in order to create a mirror model on Romanian territory.

Once we have the sustainable model from Bulgaria we could upgrade it through the identified cross border challenges and prevent future crisis. As the Bulgarian model is going right now the Crisis Center offers primary assistance to the victims until the main forces and people who join the relevant institutions arrive on the problem area. The Crisis Center responds quickly and adequately to address emergency situations:
– accidents with a fire truck;
– ambulance incidents;
– first aid for catastrophes and domestic cases;
– transport of injured, sick, injured, failing and hard-to-reach people to hospitals;

Leading to satisfaction in the population and increasing their sense of security and higher quality of life;

As the project aims to serve all the inhabitants in the project programme area and according to the regulation of establishment all the protection measures in field of flood, forest, earthquake, domestic and each one that could be assisted is the scope of the Crisis center. Population benefiting from the protection measures of the project is about 65 000 inhabitants. Through project we will establish a joint partnership in the field of joint early warning and emergency response and exchange of experience.

Quality of the joint risk management will improve in the CBC project area. Project will cover action plans for disaster resilience and mitigation and awareness raising campaigns for the cross-border population on the hazards and risk.

Project will be jointly developed; planned activities will be implemented in mirror for the both cross-border areas. As result of the common meetings developed by the project partners in preparation stage was specified the objectives, joint activities and the allocation of the commitments in the future management. Strong partnership was created that will lead to perfect joint team without duplication of activities.

Cross border approach applied by the project underline:

Establishing the basic concepts based on local, regional, national and international accepted approaches and knowledge of the protection and management of emergency situations;

Emphasize key considerations for sustainable and efficient management of emergency situations;

Elaborating guideline for a joint cross-border approach for handling emergency situations based on processes and activities initiated within the USES project

By the mentiones approach we will improve the protective measures and equipments, management capacity for emergency situations and cross border cooperation;

The protection and safety of the population is a national policy and responsibility of local, regional and national authorities, in the nature of specialized institutions. The creation of additional centers providing adequate responses and assistance in such cases are an expression of good care for the population and help to strengthen the confidence in the social function of the state and its institutions.
